Feb 21, 2020 Usually it is NMM which creates the issue as you can see from DuskDweller's response posted as part of the known issue 'ERROR(2001)' below. It seems to be caused by the Windows UAC (User Account Control), by which the Microsoft tries to protect 'C: Program Files(x86)' from the users wrong doing. On : 12.1.3
When attempting to add or remove an end_date for a responsibility that is assigned to a user an error occurs.

Oracle error-20001:APP-FND-01972:Error in FND_USER_RESP_GROUPS_API. Update_ Assignment. Cannot update this row because there is no direct assignment of the user XXX to the role FND_RESPXXXXXXXXXXXXSTANDARD in the workflow user/Role table. has been detected in FND_USER_RESP_GROUP_API.UPDATE_ASSIGNMENT.
STEPS

The issue can be reproduced at will with the following steps:
1.Navigate to the System Administrator responsibility > Security > user > define form

2. Choose a responsibility and try to update it. ( ie. Add or Remove the end date)

3. An error occurs.
